I’m not a fan of charging for Oh-Fest (shocker, right?). I think if you’re not going to be able to afford the big act, get the smaller act. Make it a weekend rather than 7 days (really, who’s going to go the Tuesday event?). Do whatever you can to not charge for it.
We’re also a college town, why not book a college band? NAH...
